Through military conquest and political alliances with neighboring societies, some societies transformed themselves into empires—many unrelated groups of people merging into a single political unit.

Rulers faced constant challenges maintaining unity among the different ethnic groups living in such vast territories. To manage people and resources, rulers created a hierarchy of administrators, built capital cities and provincial outposts, instituted taxation, implemented new methods of communication, regulated commerce, and imposed all-encompassing religious practices.
