While some societies continued making communal decisions or selecting leaders to make decisions for them, other societies came under governmental control. These societies had grown so large that a hierarchy of administration was needed to manage resources for a growing population. Powerful rulers set up administrative centers and organized their territories into "states" to better meet the needs of citizens.

Societies led by rulers and governments share many attributes, such as a hierarchy of settlements, a highly stratified society, specialized craftmaking, a centralized state religion, and military control over territories.
