During my time with the Nature Reserve Administration division, I was responsible for the administration of WWF-China Program, U.S.­China Nature Conservation Protocol, Ramsar Convention program in China, GEF (Global Environment Facility, managed by the World Bank, UNDP and UNEP) program. I was the head of Forest experts group in drafting China Biological Diversity Conservation Action Plan (i.e., GEF China project A), and I was one of the key personnel on GEF program for China's biodiversity conservation (GEF China project B). I was a member of the Chinese government delegation to attend the Fifth Government negotiating Conference for drafting Biodiversity Convention, at Nairobi, Kenya, 1991.
 
I was also responsible for the Nature Reserve computer databasing, worked on the databases including upgrading information, preparation of maps, and sending out and evaluating questionnaires about Nature Reserves in China. I drafted China Review of Nature Conservation. My responsibility included the administration of wild animal and wild plant protection throughout China. I was responsible for legislation and policy of wildlife conservation, and to study and approve import and export wildlife applications, etc. I represented China Ministry of Forestry to attend the International Symposium on Tiger at New Delhi, 1993. I also represented China Ministry of Forestry, as an observer, to attend the Fourth Meeting of the Conference of the Parties to the Conservation of Migratory Species of Wild Animals at Nairobi, Kenya, 1994.
